The Department of HR forms part of the Division of Administration, Planning and Finance and has a team of ten (10) members. The Department is headed by Mrs. Rose Matolo who coordinates HR Systems and functions in line with the MksU Human Resource Policy and in consistent with the University Strategic Plan.

The Department is committed in working as a team to ensure that the HR issues of members of staff in MksU are addressed promptly and to the satisfaction of the concerned staff since the Department is the link between the employer and the employee. Surrendered
FUNCTIONS OF THE DEPARTMENT
- Recruitment and Placement
This entails activities processing advertisements, co-ordination of shortlisting, Interviews appointments of newly recruited staff and induction. Advise on staff projections, staff recruitment budget and on succession planning. Payroll management
- Staff Training and Development
This includes carrying out Training Need Assessments, handling study leaves, budgeting for the trainings and co-ordinating short courses
- Human Resource Welfare
The Department of HR is mandated to handle Staff welfare matters like Staff Insurance, facilitation and handling of industrial relations matters like preparation of Collective Bargain Agreements for all the three (3) Unions in the University. The department is also mandated to plan for Team Building activities for its staff.
- Staff Leave Management
All types of Leave are handled by the Department. This includes Annual leaves, study leaves, leave of absence, maternity leave, paternity leave, compassionate leave, special leave and any other type of leave that a staff might need to take.
- Records/ Registry Management
The department ensures that there is proper management and registration of employees and general files, Management of Archives in the University, dispatch of mail circulation system of the university, development and implementation of quality registry systems, Management of appraisal and disposal of records and Creation of Confidential Registry.
- Staff Performance Appraisals
The Department also co-ordinates staff performance appraisals and carry out intervention measures to fill in the gaps identified.
- Staff exits
All staff exits are handled by the Department of HR. These include resignations, retirement cases, exit due to disciplinary measures and staff/dependants demise.
